Come on, now. The Great Lakes shipping industry, after 20 years of stalling, is blaming Great Lakes conservationists for what may be a one-month delay on ballast water control legislation?
That doesn't pass the laugh test.
The delay was over a provision wiping out state ballast water controls. The time to talk about that, if any, is AFTER federal controls are in place.
