good news but not enough

Ratification of the Great Lakes compact by the four legislative chambers in Wisconsin and Michigan yesterday is welcome. It's a symbolic recommitment of state political leaders to the majesty of the Lakes.

But of course there's a kicker. Will either state wed the compact to strong water conservation legislation and close the irrational loophole allowing unlimited exports in small containers -- or will yesterday's action remain chiefly symbolism?
