The legislature hereby finds and declares that the rights of citizens to fish, swim, boat, reasonably use and enjoy public trust waters of Michigan, including all surface waters and connected groundwater, are protected by a high, solemn and perpetual trust which it is the duty of the state to forever maintain.
The public trust waters of Michigan are of paramount importance to the health and welfare of the people of the state and the conservation of the natural resources of the state, and are collectively owned by the people of the state and shall be administered by the state on their behalf as a trust. These waters shall not be alienated from public ownership.
The public trust waters of Michigan shall not be withdrawn or otherwise taken and made available for sale by private entities in any package, conveyance, vehicle or vessel.
What's so hard about that?
