The poverty rate for Buffalo was 28.7 percent, placing the city third
from the bottom behind two other Great Lakes’ cities. Buffalo rated
second lowest last year. Detroit has the nation’s highest poverty rate
at 33.8 percent, followed by Cleveland at 29.5 percent.
