With rare unanimity, Great Lakes interests are lining up in support of President Obama's $475 million Great Lakes spending request. Make no mistake about it, funding of that scope is urgently needed for the Lakes. Congress should support the request. But at the risk of sounding like a scuffed CD, the plan should have generous citizen oversight and clear mechanisms for accountability. The money must be spent to deliver real results and not to fulfill bureaucratic pipe dreams. There is danger of that.
