It's Waukesha, Wisconsin, right on the heels of the just-approved New Berlin, Wisconsin diversion. After five months of delay, 52 questions posed by environmental groups will get answers. Does anyone doubt that the diversion ultimately will be approved? Every Great Lakes State but Michigan wants the right to divert water within its borders but outside of the Great Lakes Basin. And Michigan, which is basically entirely in the Basin, wants to save its gunpowder for other future fights.
In Waukesha's case, the real question is how stringent will be the standards and conservation requirements applied to the water taking.
