One of the interesting things about this week's International Bottled Water Association news release on World Water Day is its frank (and first) admission that the industry was at the table in the closed-door negotiations on the Great Lakes Compact in 2005. While most citizens were shut out the process, the industry won a huge loophole in the Compact to allow it unlimited water export opportunities. Who agreed to such a thing, especially since the news release touts the loophole as a precedent that should be aped elsewhere?
