Wisconsin's Mistake on the Waukesha Diversion

Jim Rowen puts it well:  "This is the frankly-ridiculous and wholly-self-created corner" into which Wisconsin has painted itself.  A proposed diversion unsupported by the rules needed to make it lawful.
